Basseterre, ST KITTS (KYSS) — Former Minister of Finance, Right Honourable Dr Denzil Douglas, has said it was impossible to budget for a Public Accounts Committee during his tenure as Prime Minister.
Responding to inquiries from the Team Unity parliamentarians during last week’s debate on the Public Accounts Committee Bill 2017, Dr Douglas said funds could not be allocated for the PAC in the absence of a budget submission from the chairman of the Committee.
Dr Douglas went on to explain the appropriate process by which budgetary allocations for the Public Accounts Committee would have been made or approved.
He said he was of the impression that the previous chairs of the PAC had no desire to execute the Committee’s functions. Hence, no budget had ever been submitted by them.
